The issue of comprehensive verification of the state of companies and the criminal-legal consequences of such activity in relation to human rights violations was the topic of the International Conference, which was held at the Faculty of Law and Social Sciences of the University of Castilla La Mancha.
The organizers of the conference were the International Association of Criminal Law (AIDP), the European Foundation for the Promotion of Local Democracy, the Ministry of Education of the Kingdom of Spain, the Carlos III University of Madrid and the University of Castilla La Mancha. Thanks to the organization of the work of the Institute of International and European Criminal Law, the conference was held at the central campus of the University of Castilla La Mancha in Ciudad Real. Today, about 30,000 students study at the University of Castilla La Mancha. University campuses are located in the cities of Albacete, Ciudad Real, Cuenca and Toledo; branches operate in Almaden, Talavera de la Reina and Puertojano. The decentralization of the campuses gives each of them great autonomy and freedom, at the time, the central administration and the Rectorate are located in Ciudad Real, and the vice-rectorates are on each campus. All 4 campuses are connected by optical fiber, which allows immediate internal communication in all directions. Excellent electronic communications made it possible to connect participants from Switzerland, Germany, Italy, Argentina, and Ukraine.
Among the congress speakers were John Verwael (Utrecht University, President of the International Association of Criminal Law), Luis Arroyo (University of Castilla La Mancha, Vice-President of the International Association of Criminal Law, President of the International Society for Social Defence and Humane Social Policy), Adan Nieto (University of Castilla La Manchi, Institute of International and European Criminal Law), Luigi Foffari (University of Modena and Reggio Emilia), Katarina Beckenper (University of Leipzig), Jacobo Dopico (University of Carlos III Madrid).
At the congress, the issues of due diligence and human rights in the context of the development of European public law, the problem of criminal economic law and human rights, collective actions in the fight against international corruption, the interaction of complex audit obligations and the effectiveness of criminal prosecution, access to justice and restorative justice in the field of economy, a project of a methodical manual for monitoring human rights in the implementation of economic activities and business audits with the aim of reducing corruption risks and strengthening democracy, were discussed.
The report of the vice-rector for international relations of the National University "Odesa Law Academy" professor Vyacheslav Tulyakov was devoted to the peculiarities of criminal and quasi-criminal liability of legal entities in the countries of Eastern Europe. The speaker focused on the grounds, characteristics of the application of criminal legal security measures to legal entities in Ukraine, the specifics of criminal liability of legal entities in Moldova, Lithuania, Georgia, Croatia, and Poland in comparison with the legislation of Spain, Germany, and France. The listeners were particularly interested in the description of the reasons for applying security measures depending on the characteristics of the objective side of the composition of the predicate criminal offense, and the state of legislative works in this field. International recognition of the scientific achievements of the Odessa School of Law and Ukrainian criminal law in general provides prospects for the development of relations in the scientific field, the prestige of studying at the National University "Odesa Law Academy", and the academic mobility of university teachers and students.
